In short
- Design and development sit in different price bands — ask for them separately
- Indian agencies bill under ₹2,400 an hour, the lowest band Clutch records
- The technology you build on does not change the hourly rate
- Hosting, SSL, plugins and support are recurring and usually left out of the quote
Ask what a website costs and you will be given a single figure. That figure is covering at least two jobs priced in different ways, which is why the website design and development cost in India is so hard to pin down from the outside. The same brief can honestly produce quotes an order of magnitude apart.
As with our piece on app development cost in India, every figure below was counted by somebody not bidding for your project, and comes with its sample and date. Rupee amounts are converted at roughly ₹96.45 to the dollar in early October 2026, so expect drift — the dollar figures are the sourced ones. We also have a separate piece on what actually drives a website quote, which is the qualitative half of this.
Disclosure: the data below is Clutch's, and Aureus Words has a Clutch profile. We are citing their numbers, not their opinion of us.
How much does a website cost in India?
Indian agencies bill at under ₹2,400 an hour (under $25), the lowest band Clutch records for any country. Across all countries, most web design and web development projects reviewed on Clutch come in under ₹9.6 lakh ($10,000), though the averages are far higher because a few very large builds pull them up.
Design and development are two different price bands
Clutch keeps separate datasets for web design and web development, and they do not agree with each other. That disagreement is the most useful thing here.
| Web design | Web development | |
|---|---|---|
| Typical project | Under ₹9.6 lakh ($10,000) | Under ₹9.6 lakh ($10,000) |
| Average project | ₹36.8 lakh ($38,105) | ₹64.1 lakh ($66,499) |
| Average duration | About 7 months | About 9 months |
| Average monthly spend | ₹5.1 lakh ($5,280) | ₹6.9 lakh ($7,139) |
| Quoted hourly band | ₹9,600–₹14,400 ($100–$149) | ₹2,400–₹4,700 ($25–$49) |
Read the last row carefully, because it looks backwards. Clutch quotes a higher hourly band for the design agencies it shortlists than for web developers generally. Design is sold as senior judgement by the hour; development is sold as build time, where the rate is lower and the hours are many more. Development ends up costing more in total while costing less per hour.
The practical consequence: a quote that bundles both into one line hides which half your money is going to. Ask for the split. If design is a tenth of the total, you are buying a template with your logo on it, which may be exactly right — but you should know.
The four sources, and their limits
| Source | What it measured | Size and date |
|---|---|---|
| Clutch web design pricing | Client-reported project values and rates | Database of 79,000+ agencies, updated 21 Sep 2026 |
| Clutch web development pricing | Same, for development engagements | First-party verified client reviews, updated 21 Sep 2026 |
| Clutch website budget guide | Build, hosting, domain and recurring costs | Clutch editorial, drawing on the above |
| The Manifest maintenance survey | Who maintains small business sites, and what they upgrade | 351 US small business owners, March 2018 |
The limits are worth stating. Clutch only sees projects whose clients left a review, which skews toward engagements that went well. Its country rates are broad bands, not averages. The Manifest survey is from 2018 and covers US businesses — we use it only for the question of who maintains a site, which has not changed much, and not for any figure.
The India rate band
| Average billing rate | Countries |
|---|---|
| Under ₹2,400 / hour | India, Philippines |
| ₹2,400–₹4,700 / hour | Ukraine, Poland, Spain, Mexico |
| ₹4,800–₹9,500 / hour | United Kingdom |
| ₹9,600–₹14,400 / hour | United States, Canada, Australia |
India sits in the lowest band on both the design and the development side. The gap to the US is roughly four to six times on rate alone, which is why offshore web work exists. It is not a quality statement: the spread of competence inside India is far wider than the gap between countries, and the expensive mistake here is almost never the rate.
Builder sites and custom builds are different purchases
Clutch separates out agencies working on website builders — Wix, WordPress, Squarespace, Webflow, Shopify — and puts them in the ₹2,400–₹4,700 an hour band, well below the ₹9,600–₹14,400 it quotes for shortlisted design agencies. A freelancer building a basic five to ten page site is placed at ₹48,000 to ₹4.8 lakh ($500–$5,000) in total.
That is a genuine fork in the road rather than a cheap-versus-expensive choice. A builder site is faster, cheaper and entirely adequate for a business whose website is a brochure. A custom build earns its cost when the site has to do something — take bookings, integrate with your systems, carry a content operation. Our piece on WordPress or a custom website works through where that line falls.
The technology does not change the rate
One Clutch finding is worth more than any price table: the hourly band is the same across WordPress, PHP, Ruby on Rails, Drupal, Django and React. Rates do not vary by stack.
So if a developer tells you a particular technology costs more, they are describing their own skills or the hours involved, not a market rate. The stack decision should be made on what the site needs to do and who will maintain it afterwards, never on a claimed price premium.
What budgets realistically buy
Website design and development cost in India spans a very wide range, so the table below is our inference from the rate data above rather than anything anybody surveyed. It assumes a competent small team and will be wrong for any particular project. It is for calibration, not for quoting.
| Budget | What is realistic | What is not |
|---|---|---|
| ₹50,000–₹80,000 | The realistic floor: a builder or template site, your content, a handful of pages, basic forms | Custom design, integrations, anything bespoke |
| ₹80,000–₹2 lakh | WordPress on a bought theme adapted to your brand, a blog, a working contact form | Original design across every page, custom functionality |
| ₹2–5 lakh | A properly custom site: original design on the pages that matter, a CMS you can actually use, real mobile work, SEO groundwork | E-commerce at scale, bespoke backends, complex integrations |
| ₹5 lakh and up | Original design throughout, custom build, integrations, content production and testing | Certainty — scope at this size moves, and content is usually what delays it |
The floor matters as much as the ceiling. Below roughly ₹50,000 there is no version of this that goes well: the money buys a template filled in at speed, usually by someone who will not be reachable when it breaks, and the rebuild costs more than doing it once.
One thing to notice: these bands sit far below the Clutch averages quoted earlier. That is not a contradiction. Clutch's averages are global and pulled upward by large US and European projects, while the bands above reflect what the under-₹2,400-an-hour Indian rate actually buys. If a quote from an Indian agency lands near the global average, ask what makes the project exceptional — there may be a good answer, but there should be one.
The recurring costs that quotes leave out
The build is a one-off. The site is not. These are Clutch's published figures, converted — the ranges are wide because they span a hobby blog and a retailer.
| Item | Typical cost | Notes |
|---|---|---|
| Domain | Up to about ₹1,900 a year | Renews forever; keep it in your own account |
| Hosting | About ₹190–₹7,700 a month | Scales with traffic and what the site does |
| SSL certificate | ₹0 to about ₹96,000 a year | Free via Let's Encrypt for most sites; paid tiers are rarely needed |
| Plugins and licences | Up to about ₹58,000 a month | Mostly avoidable, but renewals are easy to lose track of |
| Technical support | Up to about ₹29,000 a month | Either an agency retainer or somebody in-house |
Builder plans bundle most of this: Clutch lists WordPress plans from about ₹290 to ₹2,900 a month, Squarespace ₹1,550 to ₹2,400, Wix ₹1,640 to ₹15,300, and Shopify ₹2,400 to ₹10,100. For a small brochure site that is often the whole running cost.
Who actually maintains it afterwards
The Manifest surveyed 351 US small business owners in 2018 and found 52% relied on in-house staff to maintain their site, 35% on freelancers or consultants, and 36% on DIY builder software. 91% planned an upgrade of some kind, with content the top priority at 22%, ahead of security at 17% and user experience at 16%.
The figures are old and American, so treat them as a shape rather than a measurement. The shape is still right: most sites end up maintained by whoever is nearest, and the thing they most want to fix is the writing. Budget for the content before you budget for the redesign.
How to read a website quote
- Ask for design and development as separate figures. If they cannot be separated, the design is a template.
- Ask how many page designs are original, rather than how many pages there are. Ten pages from three designs is a different job from ten original ones.
- Ask who writes the content, and what happens to the timeline if you supply it late. This is the most common cause of delay.
- Ask what the hosting, domain and maintenance will cost in year two, in writing.
- Ask whether you will be able to edit the site yourself, and have them show you the screen where you would do it.
- Ask who owns the domain, the hosting account and the code if you part ways.
Our own approach is on the website design and development page, and if the site is mainly going to carry writing, the SEO content page is the more relevant one.
